Help with tables

I have a page and I’m trying to encode it so that a scrollinbg text thing is on a certain spot but I don’t know how to make the table change where it is.

This is the layout

And i want one of these

on the darkened area of the layout, but I can’t get it on there right in the rectangle. Could someone tell me how to do this or do it themselves?
