How do search engines handle frames?

How do search engines handle frames? My index web page has two frames, one for the menu and the other frame that contains the body. I just noticed that google only picks up the body page and leaves the menu off. What can I do to prevent this?

@pawkySep 28.2004 — frames are bad for search engines and should just not be used at all. Instead you should use CSS and SSI (server side include)

I'm not all that familiar with CSS. Can one still have a menu that keeps to the top as the user scrolls down the page like a frame does?
