Mouse-over picture text & VML

Hi,

I know that it is quite simple operation but I can’t seem to get my pictures set up so that when the mouse is brought over them, text is displayed. I have been using Word 2000 to design the site and tried to type in text via Format>Picture>Web and then typing in the text but it isn’t showing anything when I preview the page in Explorer. I then tried using FrontPage and it let me type in the text but warned me the picture had been created somewhere else in the document by VML code and changes might be lost. Previewing in Explorer again shows no sign of the text.
I’d be thankful for any suggestions as to how to solve this problem,
