li:hover doesnt work

[font=technical][size=3]how do you make IE recognise the pusedo [i]:hover[/i] for lists?
e.g.
[font=monospace][size=5]

[code=php]
#css:
ul li:hover{
background:green;
}
#this does not work
[/code]

[/size][/font]
is there a css way to fix this. I know of a javascript way but I want to avoid javascript as much as possible.
