Managing CSS with webpack

I am hoping to gain some insight on best practices from more experienced users regarding managing CSS with Werbpack.

By default, CSS is injected inside javascript with webpack as far as I understand. Is that reasonable for production websites and does it constitute best practice?

I am reading up on *MiniCssExtractPlugin* and I see it can extract CSS out based on one CSS file per JS file. How does that handle the CSS that might be embedded directly in the associated HTML file that might also be loading the JS file?
