Getting info submitted on a webpage

hey i am new here. I know very basic html code and am putting a website together for someone. they need a page to submit information and be able to access the information submitted by viewers. how does this work exactly? is it written to a file that can be later pulled up or what? also what is the code to something similar to this page:

@MstrBobJul 20.2004 — You need a server side language to do this. Find out what your server supports: PHP, ASP, ASP.net, JSP, PERL, ColdFusion, ect.
