Unorthodox button shapes

Is it possible to build something like this using CSS? I am thinking that I could save the background as SVG and make the background transparent and use the SVG as background instead. Like thins in theory I could still have a hover effect, but I am now sure if it would work.
Do you have any other ideas on how I could implement those?

Probably .svg. You can implement hover https://css-tricks.com/change-color-of-svg-on-hover/

Or you can toggle between 2 images when hovering.
