When you build a website using WordPress and when you build it with pure code? And is it more beneficial to wrrite your own code inside WordPress or install the CMS on your existing website?

Using Drupal or WordPress are good when the content is changing very often. Pure code is IMHO good when you want speed and control over your site and have a semi static or static site. I did some css inside Drupal so it is possible. So in my opinion it is about the contents (static or dynamic) and how many users that should submit and edit the content.

I don't know PHP yet so I can't build those myself. So I want to add those futures using Wordpress. But I don't know which is better. Build them with Wordpress from scratch or code them and add the Wordpress CMS only for those pages.
