Hover Scrollbar hiding

Hello,
I am new to webdeveloping and am creating a little website. I wanted to make a sidebar that got a scrollbar that you ust see when your mouse is on the sidebar, i made that with hover .But now if you scroll down and your mouse is on the content again, the scrollbar resets and is again on the top and if you go on the sidebar again its there again where it was scrolled .Does anyone Know how to solve this problem because thats very uggly?
