Where to get started building an interactive, ranked list in webpage?

Here is a (buggy) demo I made in flash of what I’d like to do on my webpage: http://www.fastswf.com/1jj77l4

Basically, I want my webpage to display a list of choices that start out “unranked” but once they are clicked, they will be given a number/highlight and shoot to the top of the list.

I also want these items to be draggable so they can be reordered by the user.

So far I have tried messing around with jquery’s sortable function, but it lacks the distinction of “active” list items. I don’t want the items to be horizontally draggable like they are with sortable().

I’m aware this is probably a big undertaking if this hasn’t been built already by someone else, but I’m just looking for the best way to accomplish this.

Where should I be looking to try and make something like this?
