I am looking for how to fetch valid user data from MySQL database and then display each data three boxes per row using the flexboxgrid CSS framework. Please someone should help out.

The detailed answers that might lead to actual code implementation could take up an entire (small-ish) book, depending on the amount of detail -- or someone could just write several hundred (thousand?) lines of code, and you could hope it was correct and secure.
I would suggest breaking it down into separate questions/tasks, and try to divide and conquer. Firstly, do you have a database design with the user data in it yet? If so, let us know what the data structure/definition is, and what data you want to extract (and any conditionals that limit which data is accessed). Then we can attack that first, or point you to applicable tutorials, etc.
Or, you could search for an already-developed CMS or WordPress plug-in that does most of what you need, then look for help tweaking it (maybe just implementing the desired CSS).
Or, consider posting a help-wanted request [here](https://www.webdeveloper.com/t/jobs) or any of the developer-for-hire sites on the web; if you think this is more than you want to do by yourself.

This and most other forums that are not about "available for hire" do not write your code for you. They answer questions about YOUR code and point you in the correct direction, sometimes even with corrected code lines for you.
If you have not yet written anything then I suggest starting with a good book/tutorial that will help you begin to code in php. If you have no familiarity with HTML either, then you are going to need to learn how to do that as well.
You may have an "idea", but do you have any idea how much work there actually is in writing good, responsible code? :)
