How to avoid one frame from blocking the contents of another when the browser window

Hello everybody!

I’m working on a web site using frames and have the folllowing problem.On the left hand side there is a frame with the links which have to be dispalyed on the right side. When the size of the browser is reduced (say by pulling it at the edges towards the middle) the right frame simply “slides” over the left frame and covers the contents of the left frame.

I really hate frames but I’m working on someone else’s work and I need to solve this problem has quickly as possible. How could I prevent this?

I've tried to put some z-index directly on the frames page html in the frames definition and that doesn't work. What am I doing wrong?
