Actually, #FFFFFF is base 16 notation for 16,777,215 in decimal, so since 0 is the "first" color, there are 16,777,216 possible colors in that notation.
In that notation we're allocating 256 bits of information for each of the 3 color channels. Higher color resolution devices are simply allocating more bits per color in their graphics processor (or in a printer it could be for each of 4 "colors": Cyan, Magenta, Yellow, and Black). Ultimately, it's up to the browser software to communicate with the operating system and on to the graphic processor to convert from the CSS color definition to the display device's closest approximation in its native allocation of ones and zeroes.

CSS colours and screen display
Hi,
Can someone clarify for me the relationship between css colours–of which we can specify 15x15x15=3375 colours–and what happens on-screen?
For instance, when I scan something, I get a choice of ‘millions’ or ‘billions’ of colours.
What is the specification for a screen which indicates whether it can reproduce ‘billions’? Is it to do with ‘pixel depth’ and what actually is that?
I’d be happy with some links…
