How to change an iframe popup to a new window popup upon clicking a link?

Hello,

I have this small piece of code on a website I’m trying to modify. Currently upon clicking the button an application form pops up on a iframe, however it’s not working properly (problems with scrolling and PayPal) so I just want to change it to a regular “open in new window” kind of click. I have played with deleting a few components but at worst the button disappears, at best it does nothing upon clicking.

Any input will be appreciated.
