Netscape Compatiblity

Dear all,
I want to make my site with netscape compatible.
Please find the enclosed attachment in which change in Vlink is not reflected in netscape,but same is working in Internet Explorer.
Could you suggest the required code.

I would like to know that whether Netscape is compatible with visited links.
