They are sometimes--but not necessarily--experts in technology. Amazon is a rare exception, but most Internet retailers use 3rd party platforms of some sort. And when it comes to new features that don't drive the bottom-line -- i.e., that don't increase conversions on the product page-- they just aren't a high enough priority.
That said, innovative retailers are starting to integrate social. But Facebook is the community customers have chosen (no one wants to re-create their social graph from scratch on a shopping site, or any site for that matter). Therefore, many retailers have found that integrating Facebook Connect is the best way to bring a social layer into a commerce experience. Creating a personal profile, as you describe, or browsing friends' purchases and reviews, say, would be features that would be much easier to build using Facebook Connect, than if starting from zero.
We're starting to see early proof-points, but I think what we're going to see is that the social graph will play a much more important role in our shopping experience -- on the sites we already frequent.
