Web site designing is about the aesthetics of the site, the look and feel, the whole user experience. It may involve building mock-ups to show how the site is to look and function, but does not (usually) involve writing the actual web pages that the visitors see.

Web site developing is about building the web pages (that visitors see) and associated server functionality (that visitors don't).

@bluelionOct 05.2016 — Web design involves what the end user sees. Web development is everything that you don't see (and some stuff that you do see) that makes everything work. Think of it as the difference between and interior designer (paint, carpet, art work, etc..) for a house and the builder of the house.
