I need some advice as i am thinking of hiring a front end designer

Am about to start a web project, i am fairly good with php and some necessary client side technologies i.e. css,js,html. I want to create a good looking web app however i have limited front end design skills.
I am thinking of hiring a professional front end designer to help me with optimizing the look and feel of my app.

I have never hired a designer before so i would like to know if hiring a designer would be a wise decision,
I also want to know how exactly a designer would work with me, is he going to create the whole UI for me, or he will create some photoshop blueprints with detailed information on the UI components(padding,colors,button sizes) that i have to follow while creating my app.

any suggestions and advice are greatly welcome.

@3wCornerApr 18.2016 — You could fine one at elance.com, upwork.com or outsourcely.com. Review their resume carefully and see their sample projects and portfolio. Ask a couple of web designing questions, years of experience and project implementation during the interview. Create a contract agreement between you and the freelancer on how many hours of work per day, his tasks, his salary, and so on.

@NogDogApr 21.2016 — How the designer will work with you is up to whatever you two decide. A designer with good HTML/CSS skills could provide you the images and CSS files a long with a HTML "wireframe" that shows how they all fit together. Someone who is just a skilled visual designer might supply you only with the artwork and some specifications for colors, fonts, etc., and leave it up to you (or another client-side specialist) to do the actual HTML/CSS implementation. If you prefer one option over the other, make that clear in your proposal.

If your location happens to have an active web development community in terms of users groups and tech meet-ups, consider attending some and actually meeting potential candidates face-to-face. While there are solid options these days for hiring somebody entirely on-line, there's a lot to be said for working with someone you can actually talk to face-to-face, doodle design ideas with on napkins, and so forth.
