Report writer for web + batch + windows reports?

I was hoping someone could provide options for standardizing or replacing our custom C reports. We currently have hundreds of reports that are each compiled as their own executable, with only a few custom functions common across each report. This was necessary in our old database environment (a semi-relational network database), but now that we’re moving to a relational database backend with both a web and Visual C++ front-end, we’d like to switch to something more manageable.

Any suggestions? I’ve looked at creating a custom report writer, or possibly using Crystal Reports. We need a report writer than can batch reports, print to tax forms (e.g. W-2’s), print to screen, and write to plain text and HTML files. Are there other tools we should be looking at? Any similar experiences?
