Why Directory Submission is low recommendation count ?

My question is why directory submission is low recommend count. While it is the part of Off page ?

@w3webJan 18.2016 — As per the other member's suggestions on this thread, Directory submissions have been spam and even though the traffic is been generated, the bounce ratio is higher for such traffic. This is why it is not highly recommended.

You can still consider the directories like Dmoz
