why <a href does not want to show.? [PHP]

Hi,

Why in this function has no result?

[code=php] <?php

$langs = ‘en’;
$lang = array();

$lang[‘about’] = ‘about’;

function insert_url($url, $text) {
return ‘<a href=’. $url . $text;
}

echo insert_url(“index.php?page=about&amp;lang=.$langs”, $lang[“about”]);[/code]

When i am trying to view a href like that i am getting only blank screen, but when i change <a href on < a href everyting is okay.
