Problem with anchors

Having an issue where that anchor works fine when the site is opened from my computer; however not on the live site

What it is supposed to do is show the heading of the section that you are going to. Again when opened from the computer it works fine; however when viewed live the section heading is gone like the anchor is positioned after the heading when it is not.

I’ve also noticed when live it is not doing the sliding javascript down to the section, it just jumps.

Could anyone assist?
