Where is it better to create a database?

I’ve been wanting to create a database for some time now. I’ve been reading on it for a bit now to get a slight understanding of them.

Now, my question is this – Is it better to create a database on a home computer lets say rather than creating it over the internet? Every book I’ve ever read always refers to configuring MySQL and using the command line to create the tables. Should I go ahead and install Apache and MySQL and create the database on my home computer rather than doing it over the internet using forms?

@JonaApr 11.2004 — [font=arial]Well, if it's not online, people can't acess it, so if you want to do testing on your local computer, by all means have at it; but if you want your database accessible to anyone that requests the information (within reason, I don't mean passwords and stuff), you'll need to have it online.[/font]

Sorry for not specifying a little more clearly. I'm running Apache, MySQL, and Php on my computer for a home server as it is. It's just for my own personal use, testing, and hosting images and such now and then.

@buntineApr 11.2004 — Yes, you could configure and query the database from a command line interface. This seems to be the best choice for you considering you dont have to satisfy an audience, in which case you would have to make is easily accessible.

I'm in no major hurry for this. I have just been reading like mad all day today and figured I'd get some user input rather than having to ask the books ? The only reason I ask is that I haven't got any experience in this and will be fully self taught (with the guidance here and there of various forums).

My site is up for a preview - http://www.graphics-tech.com. Don't bother clicking any links though as they aren't published yet ? Soon I'll upload most of them. I'm still just trying to create the directory structure and content. Seems like content takes ages ?

Downfall - I looked at your website ? I'm telling ya', NEVER look at other websites when you're creating your own. It always makes me mad that I didn't design something like whatever the site is that appeals to me. Oh well though.
