Most come with software that you need to get it to plug into a website - you also usually need a permanent connection to the internet, since it will be uploading your new image from the cam every few seconds or so, and it's not sensible to have to dial up each time to do that.
If you're talking about a continuous feed then again the software should come with the cam, and you'll need a dedicated connection for that.
