Need some help for web based chat application

Hello folks

First of all I would like to mention about my intention.I want to build a website which aims to match two people for chatting.They will be matched for their choose of category.Can someone tell me how should I start and what should I do ?Which programming language should I use ?(Python,Java,HTML etc..)

If you have no experience what-so-ever, you should probably be looking at the available themes for web site builders (like WordPress etc...). They have their disadvantages, but can be the easiest way to get started.
