What language/technology for the following site

Hello and thank you for reading the following. Hopefully you can help me.

I am more the designer than the developer. I know HTML/CSS like the back of my hand. We are wanting to develop in house as our web site is taking a less important role whilst social media sites are taking over our virtual business model.

I’m good at understanding a script not at writing one from scrap. I’ve been looking at PHP/MySQL and WordPress for what I want to achieve, ideally learning what I need so I can do it myself. BUT as I’m starting to read through books, I’m wondering if I’m looking at the right solution.

WHAT WE NEED:

We have an extensive database of albums and related artists. Ideally I want a page with a scrollbar to the left with links that would load the information from a list/database into a frame/div/iframe on the same page dynamically.

My first thought is to look into a PHP/MySQL solution but maybe there could be a simpler solution such as XML… I need advice as to what technology I should investigate.

Any help is much appreciated. I have no deadline on this and welcome any question to help you help me.

@NogDogJun 07.2015 — I would definitely stay with a database-driven solution, not XML -- especially since you already have the database (assuming it's reasonably designed ? ).

For what you have described so far, it would sound like a fairly straight-forward and reasonably simple server side API returning results in JSON (I'd do it in PHP, but that's mainly because I already know it very well), and then use whichever JavaScript framework you prefer to use (I'd probably use UIKit) to make AJAX calls to that API and display the results.

In some ways I'm looking at investing time getting familiar with PHP so it's good to know I'm on the right track. I've whipped up a very simple site as an example of what I want to achieve. Very rough but simply click on the top link (Miss Bee Money):
