Have a serious problem

I have a website which is 10 years old. Last year the website underwent some changes and the website is stable from January. Its a CAD services website.
Still the website is not able to rank for major keywords in US and even the website PR is not increasing from PR 1.

What can i do to solve such a problem? Or which are the tactics which can prove useful?
