populate a pdf

I have a .gov.uk digital pdf that I want to put onto my site. And want my client to answer questions and then have the site populate the pdf form.
My developer is saying:
“we plan on populating the form as well but we have to create the form then map it.”
My understanding is that the current form is digital and only needs to be populated from the data gathered.
This seems exsessive to me at another 40 hours of billable time.
Is he right? That the existing digital pdf needs to be deconstructed and rebuilt to be populated?
The site is in WordPress.

@rootApr 14.2015 — To be brief, you can't populate a PDF form that you have to save to your hard disk a FIRST then complete and submit from your hard disk.

@r8rApr 14.2015 — Populating PDFs using PHP can in fact be quite a tedious job. It really depends on the specifics, but 40 hours may be a reasonable estimate.

@rootApr 14.2015 — Yes it is copyright infringement, hence the term "Crown Copyright" on any government document, government documents are subject to laws that are designed to prohibit copying documents. Fact that people brainlessly do it on a daily basis when copying driving licences, passports, birth certificates, they are actually committing an offence of possession of paperwork that is false, you can also be done with possession with intent to commit a fraud or similar language. Its a minefield and IMHO you should really be advising your client to seek proper legal advice on what he is wanting you to do because you will be their accomplice should what you produce be used for fraudulent claims being made.

Many people will brush off what I said as paranoia, fact is, go look it up you will find legislation all over the place... Forgery Act 1913, Identity Documents Act 2010, Theft Act 1968 and possibly Factors Act 1889 and I do know a few others that they can use, including legislation from the Road Traffic Act 1985, should documents be items like driving licences

Also form filling for others is a precarious position to take, even if the client provides the data themselves, they have some form of plausible deniability should they provide false or misleading information, you are exposing yourself to a situation where something goes wrong in the process of application, you will be as responsible as the person completing the form.

I know, I am old hat at completing government paperwork, my employment tribunal paperwork was made on one of their forms, same for the benefits I applied for, another PDF online form that has to be downloaded to the users computer. The user can save and come back to the form at a later date. Each interaction requires the form to be saved to retain the information the user has put in to the form. That is the one factor that you're overlooking and converting PDF to HTML and back again, you got a method of duplicating internal information that the user has no access to?

You would have been better to call the HMRC and ask them how you can gain access to the government gateway to do what you want. I wanted to create a widget that referenced the NIC's database to confirm yes or no if the NINo was genuine, I was told by HMRC that what I want to do is impossible, getting access to the government gateway is hard, you would have to be a company like ATOS, Serco or one of the many other government contractors.

So to recap, yes, copyright infringement, opening a can of worms and implicating oneself in a possible situation where you could end up bunking in with Ben Dover.
