If new applied algo has bad or positive impact on a website, then why this is a temporary impact and site is stable again.

In my experience with there is bad link building, copied content or auto data sharing on website like ads, classified sites or coupon sites that share data through xml, google start imposing penalty. but it is permanent. if some one has experience with google dance, i will be interested to hear
