header("location:remote server url"); not redirecting

I am using header(“location:remote server file.php”); in one server and not redirecting to a page on another server.
but working on local wamp server .Please suggest me alternative for header in php.(other than curl)

@NogDogFeb 05.2015 — As far as I know, the Location header should always be a fully qualified URI, e.g.:

if(!headers_sent())
{
header("Location: https://www.example.com/target/file.php");
}
else
{
error_log("Can't set location header, headers already sent.");
}
