What tag should I use?

What’s the proper tag for a site’s over all description?
Should I still use the description tag?

I am trying to help someone learn. unfortunately I am not a “by the book guy”.
I don’t think webdevelopment really needs that kind of person anyway

@jedaisoulJan 04.2015 — What "description" tag? Anyway, in this case, I'd suggest using <h2> because it is a heading immediately under <h1>. Similarly, the individual column headings would be <h3>, unless it is structured as a table.
