SearchRegistry.org Requirement?

So I’m a little new to web developing but I have a good grasp on the technical stuff. However I recently created a website through a web hosting company and I just received a email from searchregistry.org that states that seems to say that I am [U]required[/U] to register my site for google,yahoo, and bing through the site, search engine registration. Is this legit? I honestly don’t have much funds to work with and optional things are not important. ?

It also says that I should register not to avoid late fees. Is this required for web publishing? Seriously?
