Powerful Inbound Links from .EDU and .GOV Domain

Achieving Inbound Links from .EDU and .GOV Domain is strong strategy to get top ranks.So I have registered a website company WDCII to many .GOV and .EDU Domain with help of commment. This all activity is done before three week but whenever I checks back-links from tool then I am found that I have not any Inbound Links from these domain.

Even i have placed some links to my site in these domains four weeks back and it still has not been indexed by the search engine. I follow up these links daily and see that they are not deleted or removed. I'm waiting for it to get indexed by any backlink checking tool.
