Why is this happening?

I am working on a layout using CSS but am having significant trouble. I will attach the IE version as an image and the mozilla as an image. I will also attach my style sheet and the xhtml document. The mozilla version is what i want it to come out like not the ie version. The ie version is not letting me float the second nav left under the first nav.

Cheers any help is appreciated.
