variable button?

Can I assign a string to a variable, and output it as a button?

I have a popup script:
<a href=”#” onclick=”popImage(‘images/{$row[‘picname’]}’,'{$row[‘itemname’]}’);”>
What I would like to do is assign a similar script to a variable based on a flag in a table. If the flag is set, the variable = the button context. If not, variable = “”. Then in the function that builds my output, plant the button in the table.

Can that be done?
