Setting a limitation on maximum zoom for html pages

For starters: I have seen the “max-zoom” for handheld devices and “-ms-content-zoom-limit-max” which I have not been able to get working (as I have Win7 machines).

Is there a way to set the maximum zoom on a webpage in the CSS, JS, or HTML itself? I have a program from another company that I can access/alter the html pages, but their programming is such that zooming makes the display borderline unusable. I am thinking that if I can set a limitation on maximum zoom I might be able to prevent the chaos that will ensue …
