Website Structure & SEO Issue

I have a client site that I have inherited that I am very concerned about the structure of the site. It has 6 domains resolving to it and the index page is nothing but logical if/else statements to redirect the user to an appropriate home page. The index page has no content on it, no meta data, nothing. It is just logics. The site has a horrible page rank and I believe that the multiple DNS resolutions and the lack of a viable index page is a large part of it. Am I correct in my assessment? I don’t want to restructure the site if I am off base. Thanks.
