trouble with css in a php include

Hi, I have a page that I tried to use a php include with. I want to use the include to control all of my main navigation links on just one page. It’s supposed to have drop down menus at the top of the page, but none of the css is working, and I don’t know how to proceed with it from here. Any help is appreciated, thanks!
