Web Table editing help (Urgent help requested)

I am new to this forum and to coding in general. I hope I am posting this in the right place. I have basic HTML knowledge but other languages are limited knowledge. And I have a real problem I need a lot of help on and I hate to admit it but, I will probably need step by step instructions. I hope someone can help me. It is an urgent matter.

First, let me explain what I get to work with. I work for a major corporation as an IT specialist. My manager got wind of me having basic programming knowledge, so he has been giving me small web page development projects, and I have been able to manage the work, until now.

The server I am placing my web pages on, are stored on a QA web server. It only has IIS components. Meaning, php and SQL are not compatible with this server. This server is managed by another team, so I have limited access on this site, and since my web space was given to me as a friendly favor, I cannot make requests to make changes to the server. I also am now unable to create any pages now that requires a database, since a server emergency reboot corrupted the ODBC driver, and the server admins refuse to fix the corruption. Now I am plagued with this error for any page I created that uses an SQLMicrosoft Database:

Now that I have explained a little bit about who I am and what I have to work with, here is where I need your help. And I am in desperate need of it.

I am creating a series of tables within a web page. The tables and layout of the page is complete. The challenge I am faced with currently, and it is a big one, I need two versions of this set of tables. I need a “client-side” page where its viewable as readable-only for the client page. I also need an admin version of the same page (with a logon prompt to access) to allow non-developers (basically people who have absolutely no knowledge how to develop/code/program whatsoever, to be able to make whatever changes they want to the tabletables and then click a SUBMIT button to save the changesupdates to the client-side version of the same table. So as an example, lets say one of the admins would like to edit a row in the table, they click on the admin link from the client page, login with a generic admin loginpassword credentials, and simply click an edit button, make the changes, and then click SUBMIT. The submit button updatessaves changes to the client side version of the page. Another admin would like to add or remove a table row, they simply access the admin page, remove or add a row, submit the change, and it updates on the client side. The admins would need to be able to make changes on the fly.

I have looked for assistance with this for over a week now. I have googled for help, examples, demos, or just an idea of how I can do this. I really need someone here who can help me with this and possibly walk me through step by step. It has gotten to the point now where I have hit a brick wall. And I have a deadline to meet. I am desperate for any help, I would appreciate it.
