Internal network – Web site for file transfer.

Hello all
I am not much familiar with any web design tools, but just want to do something which if works would be helpful for my peers at office. The only experience I have is long ago I did a website with ASP coding to connect to database and do query.
The Scenereo: In our internal network have 10 ftp servers connected to a switch to which a web server is also connected. clients will cannot access the ftp servers. clents has to select from a combobox the name of the file on web browser, and the web server has to provide it by fetching it from the ftp server.
I downloaded and installed Apache server, Java SDK and Eclipse. Just thought Java is the best way.
I wish to use open source. So please advice which softwares to use for web design and please also outline how to do the scriptings.
