Creating a user-based website

Hello all,

I’m new to website development, so in advance forgive me (but please correct me!) for my lack of knowledge in this field.

I’m trying to create a website that’s based on users and their posts, and was wondering what the best way of going about this would be. Could I do it myself through something like Joomla or would I have to hire somebody to build it? What is the most cost-effective way of creating a user-based website?

@avigmaJun 09.2012 — For getting posts Wordpress will be the suitable CMS for your website. If you are familiar with wordpress, then you can design it yourself otherwise you can hire any good web design company.
