What are the best free sources to lean SEO ?

This is always driving me crazy that I can’t get a good page ranking, I don’t know anything about SEO, i have learned some things like meta and title tags and for example alt attribute and pages with good quality in the text, but i don’t think that they can help me, because i have done all of them and…no result…
Please suggest some sites and tutorials or maybe books,
And please tell me Where did you learn SEO ? And how you learned.
can SEO be done by just writing a good HTML code or it needs more activities like publishing link and other things ? if it need, please give me a brief summery to how to do that.
