is it possible to load a screen then redirect after a given time

Hi,
is it possible to load a page that contains just a graphic, and then after a given amount of time, a few seconds maybe, get the page to redirect to a new page?

this would redirect the user in 39 seconds to the url yousite.com.

how come it redirects in 39 seconds,
