Pop up menus appearing on a scrolling frame

Please help me! I need to find javascript that will allow my popups (from a navigation bar created in Fireworks) to show up in a mainframe whereever the user is at on the scrolling frame. I have inserted the location by pixel, but if the user scrolls down on the page, the popup menus scroll also. I want them to appear at the same place on the screen, no matter where the user is in the document itself. Hope this makes sense! Thanks!
