I downloaded and installed PHP 5.2, and it’s supposed to have a file called php5apache2_2.dll.
I don’t see it [i]anywhere[/i] and I can’t get my Apache (2.2.21) server to run if I add what I need for PHP. Nor was there any option for the Apache server when I set up PHP–only “CGI”, “FastCGI” and “Don’t set up a webserver”.

You can set up a virtual machine with Linux, any distro will work just about, let's just say ubuntu (it's really user friendly). Of course it's all free,
So you would need Oracle virtual box, a linux iso, some time to set up a "shared" folder between your virtual Linux box and win7 machine. A little more time to set up NAT/PAT ( so people not using your a win7 machine can access the web server over http if you want), and a command line argument which is something like this
Sudo apt-get install mysql-server, apache2, php5.3.5, some apache mysql library, and a bunch of pear modules if you want
Search for a Lamp install on your search engine of choice.
If you insist upon using win7 thenyou will want to search for a WAMP install guide.
