PHP fopen errors with characters like "?" "." & ".."

I’m using php with windows and I want to be able to use it with a linux server
also If needs be. I have had some problems using fopen when recieving data
from an html input box style text. The problem is when I accept certain
characters and then run thoughs characters through fopen, fopen fails to
create the file. So my question is while I’m checking a string for all the
characters that I want fopen to open. What characters do I have to make
sure aren’t in a string to successfully Create a file with fopen without
encountering an error? so far “..” “.” and “?” don’t work and I was hoping
someone could tell me all the characters that wont work.
