Application to present a clickable image

Hi,
I’ve programmed for many years on and off – but never web apps, so would appreciate some pointers.
I have to learn all of the islands/bay names round the Hauraki Gulf in NZ – this is part of a NZ coastguard exercise.
While I could just sit down with a chart and learn them, I’d like to make it fun and maybe help other volunteers in the coastguard at the same time.

My thought would be to present an image of the gulf with all the names stripped out (which is arduous but I can do), and to have a bay names/island names come up on the website as a question, so the user has to click where they think the place is. They would then be told wrong or correct and a score would be kept.

As all my servers at home are Linux, that would be my preferred platform.

Can anyone give me tips where to start? Are there any similar applications that anyone has already done that I can hack (sorry – modify).
