The Twitter API and max requests problem

So I have a script on a website I am working onto display the latest twitter feeds of many users to display on different pages throughout. I currently am using a script that uses the REST API and caches responses to reduce the number of requests sent to twitter.

However, I am still running into problems with the REST API since we often can have hundreds or thousands of different twitter feed requests per hour (all to different users, so unless we throttle requests and cache feeds days, if not weeks old, we cannot avoid surges of a ton of different requests at once)

I have been Googling for hours and can’t seem to find anything other than to wait for the Site Stream API that is still in closed beta?

It doesn’t make sense though, there must be a way since I am sure tons of sites already are able to load Twitter feeds from tons of different users.

I suppose I could load in the HTML of each twitter page and parse it but that seems pretty clunky, resource intensive, and risky.
