Create List from file using javascript

I would like to create a file that users can change data in and then I would like to take that data from the file using Javascript to create a ul in HTML. Can anyone help with this? I would be using a simple text file for the source data. The file will have two columns, one for the link text and one for the file name that the link will point to.

@Declan1991Jun 23.2011 — Preferable would be a server-side language for two reasons. One, there is all sorts of methods of accessing the web that do not support JavaScript, and two, it's easier to maintain and quicker. So, see have you PHP, ASP or the like available.
