audio/video chat

This is what i want
is it possible to do?
i dont know much about programming

I want a web chat with audio and video streams
e.g. from a mic and then from a web cam

and this is the process in which is is to be used
the person logs in as a member
and books a time in the chat, which is allocated in 10 min blocks
when their time is due
they can move from watching the member who is using it for that 10mins to having their 10 mins to do whatever on the chat with audio and video streams

and if this is possible
what type of hardware and software coudl do it
and how much would it be to run this chat for a large number of members?

We have implemented JAMONCAM in forums and pay-per-block or pay per minute billing systems for large Operators.
